Named Counter Server need/nice to have the need can be explained by looking at the issue from an application point of view

all depends on what You mean by related
named counter servers and shared
temporary servers are not related
cics manuals talk about them in the same place because sharing in a sysplex
using the coupling facility has common sets of rules and concerns that apply to both!
There is no difference between the temporary storage server and the named counter server relating to recovery, in that both servers store all of their data in the coupling facility structure, so it will be lost if the structure fails or the coupling facility is re-IPLed.
