The answer to your question largely depends upon what you mean by "communicate". FTP is a way of exchanging data between two mainframe. If you need something more complex, you might look into APPC or REXEC, depending upon what you're trying to do and where the mainframes are.

And as usual, this depends on your sites recommendations and guidelines. It depends on your hardware setup too. So, either ask someone in your shop or post enough details for us to make a recommendation.
