if the assignment/requirement is wrong/illogic
You/Your organization will receive very little/NO simpathy/help on a forum

remember replying to forum questions is
on voluntary base
our time
free of charge
quality of the question asked

no sense spending time in developing/suggesting solutions for issues
where a sound solution is already provided by vanilla(*) products

a paid for consultant might be glad to do it, but it would be a waste of everybody' s resources

ISMF is there, is a standard component of SMS it gives all the info You ask for
nbo need to develop, just use it :ugeek:

(*) products as they are without any need for further customization

When I tell somebody to RTFM or STFW I usually have the page open in another tab/window of my browser,
so that I am sure that the information requested can be reached with a very small effort

A volume does not use space, it is space and data sets use space on it. You can use ISMF to get the information. You can have the scheduler run a job that makes a list of the VTOC every hour for example (see IEHLIST - just posted an example of it). The requirement is bad or has been misunderstood. Your assignment is to examine the situation and possibilites and come back with an acceptable solution, and you should be able to discuss the situation and alternates.

Well, I presume you mean in batch - execute program IKJEFT01 or IKJFT1A or 1B ( all batch TSO) and for SYSTSIN specify the command line that you would spcify in TSO option 6.
The problem I have is that people can explain things quickly but I can only comprehend slowly.
