SPUFI DSNESPCS plan getting deleted

Hi,
We found that SPUFI DSNESPCS plan is being deleted by users. First thing how to protect this plan from deletion and secondly we would like to know which user is deleting the plan. Please help.
I have SYSADM authority.

More to the point, how is it that everyone and his cat has authority to free it? Would they not have to have BIND granted from the owner, or SYSCTRL or SYSADM, to do so?

I checked in SYSIBM.SYSPLANAUTH and PUBLIC has only EXECUTEAUTH on plan DSNESPCS.
I came to know that users are freeing the plan from DB2 panel 5.3 FREE PLAN on mainframe.

Presumably there are no grants to individual authids?

This doesn't sound like a standard DB2 installation to me. You may wish to do a little checking into how this works.
