i ran and checked this.
It takes the snap shot of parmlib member at the begining of the job. and that snap shot parm value being used in step2.

First, use condition code checking to ensure your program executes only if the data update in step 1 executes with a return code of 0.
Second, I suggest you show your job output as your second quote is load of rubbish. If the dataset is successfully updated then the program will read the updated data.
The problem I have is that people can explain things quickly but I can only comprehend slowly.
