Nic: I think you are interpreting correctly (the quote is from the Appendix on Generation Data Groups and covers all sorts of points for JES2 and JES3).
And I suspect that if the deletion order had been -2 then -1 that the consecutive generations would have been deleted (although I haven't tested that).
