Hello,

You need to talk with your scheduling or system support people.

Basically, you should not concern yourself with "priority".
Hope this helps,

In crude form it's 0 and 15, though JES2 uses what amounts to a fractional priority that ranges from 0 to 15, but this is not accessible to the users or operators, nor is it visible even to operators.

d.sch is correct; unless you know what you're doing AND have approval from your site management, don't try setting job priority. Job class is usually a more effective method to influence job execution, but this requires knowledge of your site's standards, which we can't help you.
