CKTI not started in CICS 5.4

I have configured MQMONITOR as outlined in the IBM doc but the CKTI transaction is not started. I can start it manually via CKQC.
I also found that by issuing CEMT SET MQMONITOR(name) STARTED the log shows it failed with INVREQ RESP2=6.
There is no security error message in the log and as I have indicated CKQC can start CKTI just fine.

Any idea what I am missing here ?
