PCT ==> Program Control Tabel
defines the names of the programs that should be known to the CICS program management functions
RCT ==> Resource Control Table
defines the tokens needed for proper CICS/DB2 interaction/communication

once upon a time they were tables built at installation/maintenance/administration time
by compiling and making available at CICS startup tables built with a sequence of assembler macros
( DFHPCT and DSNCRCT IIRC )

now the same facilities are implemented thru RDO ( Resource Definition Online )
