ISF Error?

Not sure if this is the right place for this.
I am attempting to run an IBM-supplied process to convert my WLM policy from ISPF format to XML format in order to use the WLM Service Defination Editor (see http://www-03.ibm.com/servers/eserver/z ... ditor.html). When I execute, I get the following:
