Reserved Port

I have a basic question on Reserved Ports. When a task running on mainframe is given a reserved port, Is it possible for other task to use the same port for their Port usage. At a times I noticed some Some task with Reserved Port get a Busy status when their Port is used by someother Task.(Not sure If my assumption is right). Could some one please shed some Light on this.
