How's this for an opinion ?

Check the Users guide Page 60 which states:

TRACE
The trace option is set on or off. When the trace option is on, the incore
trace commences.
Note: When you set TRACE ON, IPT automatically sets LOG ON.
You dump the trace using the SNAP option.

You are asked for proof of your assertion that Enterprise COBOL supports SET TRACE ON, and you reference documentation on the ISPF Productivity Tool internal trace only for IBM use.

It is now clear that you have no clue about COBOL and your understnading of COBOL functions is EXTREMELY misinformed.

This topic is locked to prevent any further time wasting. COBOL does not support any form of SET TRACE ON and you cannot use this command in TSO or COBOL to perform source code traces.
