Hello together,
I saw in one of our Batch Jobs that there are programs like S08841 and s08839 that are able to read and write queues without the need of writing program code in COBOL or Java. A colleague suggested this tools to be IBM tools...
Does someone know this programs or where to find documentation about it?
I could'nt find anything.

They are probably NOT IBM utilities. They are probably part of some custom software or something developed by someone in your organization.
See which load library they are executed from. This may give a clue as to their origin.

Finally found someone who had a documentation about it.
They were programmed quite a while ago...
