Hi,
I'm getting the below msg is it a Db2 privilege error or external RACF error?

SQLCODE = -551, ERROR: USRT001 DOES NOT HAVE THE PRIVILEGE
TO PERFORM OPERATION CREATE STOGROUP

it is not an error in se ...
DB2 vs. RACF ... does make a little/no difference who denied <access>
You/somebody is just trying to do something he is not authorized
contact Your support group to investigate about the proper authorizations
