Quick question, I thought that DF/DSS would reorg a VSAM file when it moves it to another volume. IE consolidates extents and Control Interval Splits. I am wrong about this?

What does the manual say? If it does not mention it then that is a pretty big hint.

Are you doing a COPY or DUMP / RESTORE?
Is it a physical or logical operation?
Which options of the DF/DSS command are being used?

There are multiple ways to run DF/DSS and hence the answer to your query is likely to vary -- for example, a physical dump / restore is going to put the data back the way it was on the source volume.

it will consolidate extents for LOGICAL processing ...
( that' s what a quick test showed )
it will not meddle with the dataset content
so no VSAM reorganization
