Incorrect values taken for space quantities in VSAM creation

When we try to create a VSAM dataset using File Aid giving primary and secondary quantities as 2 and 2 respectively, VSAM is getting created with primary and secondary quantities as 3 and 3. Is it because of any settings in my system or is it an issue with File Aid which needs to be fixed?

You really, really, REALLY need to talk to your site support group. It is possible that they have code in place to override your parameters. However, whether or not this is true and how to change them if so, are questions for your site support group. We can give advice here but since we do not work at your site, we have no way of knowing how the site is set up. Contact your site support group.
