SYNCH20 fixed, SYNCH7 caused, SYNCH7 fixed, SYNCH20 caused!

I'm getting a SYNCH20 error

SYNCH20! (Inconsistent subroutine)
Re-build the affected composite component to pick up the latest versions

So,I restage the subroutine affected - SUBA for example:
SYNCH20! SUBA PackageX Imbedded

If I then reaudit, the synch20 has cleared, but i get a synch7

SYNCH7! (Static subcomponent stage problem)
Relink calling executables to include called subroutines

So i restage the module listed above the SYNCH7 in the audit report. In this case, ProgA

ProgA
SYNCH7! SUBA

If I then re audit, the synch7 has cleared, but I get the SYNCH20 again on the SUBA module.

Any help would be appreciated
