CA-Librarian is a source library management tool. Elips is the utility used to access information from CA-Librarian controlled libraries.

You'll need to contact CA at http://www.ca.com for more details, documents, manuals, etc.

Hello,

Librarian is primarily a source repository.

If you are interested in change management software, CA has a product called Endevor that you might look at.
Hope this helps,
d.sch.
