*07.16.48 TSU00069 *06 IEF238D IBMUSER - REPLY DEVICE NAME OR 'CANCEL'.

Assuming this is an IEF238D message, the manual says

Explanation: The system cannot complete an allocation with the devices currently available. One or more devices are needed for one of the following reasons:

The Request needs a unit or volume that:

1. is currently allocated to another job.

2. is currently dynamically allocated to this job

3. cannot be shared with this job

4. is pending offline

You need to contact your site support group and work with them to identify the errant volume and how to correct the problem.
