On a given LPAR with RACF, what are the steps one need to take for changing the PROTECTALL WARNING to FAILURE mode and what will be the impact?

I suggest you talk with your security admins or IBM for the steps needed on your system. This would not be material one should get from a forum. . .

If not thoroughly tested in warn mode, this can cause untold grief.what will be the impact
