MVS.MCSOPER.&RACUID

Hello Everyone,
We are palnning to add the following profile to RACF GLOBAL class.
OPERCMDS Class – READ access to MVS.MCSOPER.&RACUID
What I understand from the manual is that this profile will allow users to create MCS consoles under their own userid which is required for all users.

Could someone guide me if my understanding is correct and also please calrify if users have any access impact if we add this entry under global processing?
