Parallel Sysplex brain split

Hi guys! I have a question.
How does long distance two-site sysplex solve the brain-split problem?
If only connection between sites is failed.

If I am not mistaken, a failure of communication between the sites is, by definition, a split-brain problem.

Ok, thank you. And how to solve this problem?
I explored SFM settings but I found nothing about it. There are CONNFAIL and WEIGHT parameters only.
What would happen if all of communication fails?
I mean coupling links, CTC connections and so on.
For example if DWDM fails.
