To align the time on the HMC and the real time(daylight saving time in the country was canceled, and the hmc has been still be considered a +4 instead of +3). The question is: where does mainfraim takes time setting? If for example on the hmc to change the local time or time-zone change - would this have any impact on the mainframe?

You need to work with your site support group to get your answer, since the answer depends upon the site. A parallel sysplex can use a couple of different methods of synchronizing the time, so only your site support group can tell you for sure.
