Hi everyone,
I just need to know whether i can practice mainframe from my PC running on windows 7 and having a Network connection?
I have a UserID and password to access Mainframe from the PC in my Institute where am doing the Mainframe Course.
can i use that UserId and Password to work from my home to access mainframe of that Institute?
Any terminal emulator's can i use to code Mainframe Languages?
If not how can i practice mainframe Programs in my PC or online?

You would have to ask at your institute if you can access their machine from home. We don't work for them, so we don't know.
You are confusing terminal emulator -- which just provides you an access path to a mainframe -- with the actual mainframe. Terminal emulators are usually cheap but without a mainframe to connect to, they can do almost nothing for you. There may be public-accessible mainframes out there but I'm not aware of any. Google is your friend.

Open COBOL, for example, is a free COBOL that can run on a PC and it is very compatible with Enterprise COBOL for z/OS machines. However, if you want to use something like JCL, then you need access to a mainframe.

Thank u Robert , Our Institute mainframe would be running mostly form 9 A.M to 5P.M , If i move to Institute i can access it 3hrs using the Username , p/w provided for me , so after that can i work in home by using the Mainframe in the institute with username & P/w provided by them?

Many mainframes are available 24 hours a day, 7 days a week. Whether or not the one at your institute is, only someone working at your institute can tell you. Whether or not the access required is different outside business hours, only someone working at your institute can tell you. Whether or not your institute allows students to connect from home, only someone working at your institute can tell you.
In other words, you may ask as many questions as you want here (at least until we get tired of them and lock the topic), but we cannot provide you any answers. Only someone working at the institute can provide you answers, and since none of us work for your institute, none of us can answer your questions.

important : u should have a decent internet speed

And be prepared to go to court charged with illegal access unless you have cleared it with your institute first.
The problem I have is that people can explain things quickly but I can only comprehend slowly.

I m being working with Hercules turnkey emulator because in that they are giving free access to mainframe by providing username and password but i m unable to

sadly there is noo way to legally run a <modern> operating system ( zOS ) on hercules
but using the Turnkey MVS ( with the free mvs 3.8 ) You can still exercise quite a bit ...
RPF and REVIEW are quite usable
You might consider looking at

for and assembler and cobol infrastructure fully hosted on Your PC ( no zOS needed )
