Is XPEDITER and CHANGE-MAN tools only in Mainframes?

Is XPEDITER and CHANGE-MAN tools are only in Mainframes or for any other programming languages.


We are using tbaseTables? (Invoke tables online)........ What's the usage of this in Mainframes Testing?
