Your post is confusing -- are you wanting to PUT data from the mainframe, or are you attempting to GET data using a Windows command prompt? If you want to FTP data by running a batch job (or whatever) on the mainframe, then the mainframe needs to connect to a server. Your desktop, like most desktops, almost certainly does not have the software installed to act as a server -- hence if you want to run a batch job on the mainframe to connect to your desktop, then the answer becomes almost certainly what you want will not be possible.
If you want to use a Windows command prompt to connect to a mainframe and pull the data from it, then you should have no problems finding information about the FTP commands. On a z/OS system, the information about these commands are available in the Communications Server bookshelf in the
IP User's Guide manual. The normal default is to transfer data as text; if you want the specific .TXT file extension on your file then you issue the FTP subcommand with the extension.
