what is the use of Utility 'DFSRRC00'...

Google is your friend. Googling dfsrrc00 returns 2,060 hits -- several of which on the very first page address your issues.

I did but have a dbt like some one posted in one of minframes forum
But why do we need a JCL and procedure DFSRRC00 for an online program when it is invoked by a transaction name. is it for a BMP program?

DFSRRC00 is not a utility - it is the batch 'harness' for your batch IMS programs. Batch IMS programs are not triggered by transactions.
The problem I have is that people can explain things quickly but I can only comprehend slowly.
