Check that you don't have any unauthorised libraries in your STEPLIB (this could be the case if you have moved LPARs and the APF authorisation setup is different to your old LPAR). Although I'd be surprised if CICS would start at all in this case, so this may be a complete red herring.
I would say that's probably a red herring, because if there is an unauthorized STEPLIB library, the region should abend at startup time.
