Someone deleted our panvale library. We are trying to track it. are there any commands to find the user id that deleted the dataset?

Not a command, scan the SMF data for 'dataset delete'. Hint - type 65 should give you the required info.

Someone deleted our panvale library.
worth to investigate also who had the ( RACF/ACF/...) authorization to delete it
and fix the ( RACF/ACF/...) permissions
cheers

When I tell somebody to RTFM or STFW I usually have the page open in another tab/window of my browser,
so that I am sure that the information requested can be reached with a very small effort
