Questions with CCSID 28709

Hi,

I am a newbie to DB2 for i and i'm gonna manage a DB2 for i 7.3
I learned that CCSID 37,937, 28709, etc. are used by table columns in the DB2.
For CCSID 28709, the description from IBM document is "EBCDIC-based, Single-Byte Character Set, Traditional Chinese (extended range)".
For Traditional Chinese characters, we know they are mostly two-bytes characters.
If CCSID 28709 is SBCS, the maximum number of characters it can represent should be 256.
How CCSID 28709 can represent all Traditional Chinese characters?
or CCSID 28709 can only represent maximum 256 characters which is single-byte encoded?
I get confused and anybody can help to clarify me?
Where can i find the full code points of CCSID 28709?
