IMS installing on Z/OS with emergency restarting

I like to install an IMS on Z/OS system. But when I restart IMS with an /ERE. command, as part of the installation, than it failied with DFS2503W message. What do I do?

very thanks for your rapid answer! But I have a further question: the DFS2503W message generated by failed allocation of SLDS file

DFS2503W DYNAMIC ALLOCATION FAILED FOR 457
(DFS2503W) DATASET NAME IMS.V9R1.SLDSP.IMSA.D23069.T1941321.V0A
(DFS2503W) DATASET IMSLOGR REASON CODE 1708 IMSA

and the dataset does not exist. For this my question is: the /ERE command can run whithout any reloading of log dataset ?
