all depends on the conventions and terminology used in Your organization...
a system backup will contain all is needed to start from complete scratch ( disaster recovery )
a db2 backup will have only a DB2 backup... not much if You lost all the rest
( operating system, customizations, jcls, load libraries, non DB2 data, and ..., ..., ...)

In windoze parlance:
  • DB2 backup is a backup of "Documents and Settings\iamadimwit\*.*"
  • System backup is a backup of your entire HD

because the process by which the relative backups are taken are different and because
usually the <system> backups concerns only the software, not the application <data>
but as usually all depends on Your organization standards
also in large organizations the responsibilities for different environments are spread between different groups
and each group is supposed to take care only of its <things>
