Whatever the individual site uses. There is no standard used across all mainframe sites.

No, I did not say it depends upon individual cases -- I said each site has its own methods. And if you want more, Google is your friend. Googling sdlc returns 3,440,000 hits which are more than enough to give you whatever you're looking for. Any standard book on systems analysis or software project management will have a list of the various development methodogies that have been created over time.
