Hello saripudis and welcome to the forums,

"Offshore" is an extension of outsourcing - subcontracting a function (i.e. informaton technology, human resources, product support) to a 3rd party.

When the term offshore is used, it usually means the "3rd party" is in some other country - "off shore".
