How do I create file under GDG?
I have a base GDG.

what about reading Yourself the relevant JCL manuals ...
search Yourself for the manuals relative To Your zOS level starting from here

I have read and still reading.
I found in all documentation examples to create GDG is almost similar.

GDG ICFUCAT1.GDG02 is created

In mycase we already created GDG.
TESTA.IMS.ITD.SOURCE.DATA.GDG

Now I have some files under DS

SYSMC.TCIS.AGNCYIMF.DATA.v00171
SYSMC.TCIS.AGNCYIMF.DATA.v00172
SYSMC.TCIS.AGNCYIMF.DATA.v00173
SYSMC.TCIS.AGNCYIMF.DATA.v00174
SYSMC.TCIS.AGNCYIMF.DATA.v00175
SYSMC.TCIS.AGNCYIMF.DATA.v00176

I have been told to do as process the file SYSMC.TCIS.AGNCYIMF.DATA.(-2)

How can i move or create files under TESTA.IMS.ITD.SOURCE.DATA.GDG

Recreating a (-x) generation, not version (always use the correct terminolgy) is not a good idea. If you have

BASE.G0171V00 (-2)
BASE.G0174V00 (-1)
BASE.G0175V00 (0)

you cannot create a BASE.G0173V00 using (-2). as (-2) is already BASE.G0171V00.

SYSMC.TCIS.AGNCYIMF.DATA.v00175
SYSMC.TCIS.AGNCYIMF.DATA.v00176

One way would just be to rename these files to he base gdg and the generation number that you want. But the best way would be just to run an IEBGENER for each file with each file being used as the SYSUT1 dataset and SYSUT2 being gdgbasename(+1). And all that should have been in the manuals that you have 'read' or you should have been able to infer from the manuals.
