Cobol Level numbers

Why the level numbers are from 1 to 49 and next level numbers are 66,77,88 ?

what about 50 - 65,67 - 76 and 78 - 87?

Why the level numbers are from 1 to 49 and next level numbers are 66,77,88 ?
Because that is what was chosen by the committee who defined the language.
