Is it possible to copy a sets of records from a database to temporary PS through JCL.

Is it possible to copy a sets of records from a database to temporary PS through JCL
This depends on how you define "jcl". JCL has to execute something and that "thing" may be able to do what you need.

If you describe your dbms, what the table looks like (not the entire definition, just enough work with), and what you want the output to look like, someone may have suggestions.
